Precaution of sending additional cotton direct to the Secretary of State appears to be permitted by Rule 219 where the words "very pressing agency justifies a departure" from Rule 218 occur.
I refer to my letter of 10 August, a copy of which was forwarded in triplicate.
A reply to a letter of 18 August may be expected in January, which is too late being post eventum.
I do not wish to appear oblivious of the fact that unnecessary correspondence between individuals of the Colonial Office is to be deprecated; on the other hand, it appears reasonable that some assurance should be held out to a man in the Field that his letters will be forwarded within reasonable time and that he should receive some sort of reply.
On the 8 Sept I was asked if I still wished it sent, and on the 24 Sept I was informed that it had been transmitted.
